Volume Limit Exceeded Message Preventing Data Access Despite Being Within Monthly Limits

I’m getting a volume limit exceeded message that is preventing me from accessing my data, however I’m well within the monthly limits

I had just accidentally turned on the (new?) signal feature, I think that ending up blocking the whole thing. I am ok to disable signal if it helps, i just turned it on to evaluate it not actively using it
