Does Phoenix Support Windows OS? PermissionError Troubleshooting Tips

Hi, does phoenix support Windows OS? For example I keep getting this error "PermissionError: [WinError 32] The process cannot access the file because it is being used by another process: 'C:\\Users\\....\\AppData\\Local\\Temp\\tmp72ejke0l\\phoenix.db'" , while trying to launch the phoenix on localhost, but the db file can be deleted manually. Anyone encountered something similar? Thanks
