Exploring Arize: Learning Curve and Local Instance Considerations

Ok ill check out arize. Hows the learning curve on that to get going? Can i just pick it up from where i left pheonix? Im assuming there is local instance of arize. Ive got a challenge with export control so its tough for me to use real data on the cloud without lots of red tape and protocols!!!
